Select the Pan 
option from the toolbar or press the F10 function
key, and pan the view while holding down the left mouse button, OR
Hold down the mouse wheel and pan the view (this is the quickest way to pan).

Dips version 6.0 allows you to zoom and pan in stereonet or rosette plot views.
To pan the view:
